David Boesel, a Ph.D. political scientist from Cornell, is the Principal Manager of SSRG.  He is skilled in writing and editing, research synthesis, case studies, survey research, evaluation, and statistical analysis.  Dr. Boesel has subject expertise in vocational education, postsecondary and adult education, school safety and student behavior, Indian education, parent involvement, and military manpower.  He  has directed five national research and evaluation studies mandated by Congress, in addition to many others.

 

Robert Crain, a Ph.D. sociologist from the University of Chicago, has taught at Columbia, Johns Hopkins, and the University of Chicago.  Dr. Crain has in-depth knowledge of research design (including experimental design), statistics, and analysis.  He is an expert on issues involving race and education, especially school desegregation.  Among many other research activities, Dr. Crain conducted an evaluation of New York City's career magnet schools using an experimental design.  A distinguished scholar, he is author or co-author of seven books and numerous articles and reports. 

 

Donna Hinkle has an Ed.D. from Nova Southeastern University and is an expert in early childhood education.  She has over 20 years' experience in this field and is currently developing a model early childhood program for the Army, based on research and best practice.  Dr. Hinkle is also very knowledgeable about teacher education and teacher professional development.

 

Eleanor Johnson, Ed.D., George Washington University, was previously Assistant Director of the General Accounting Office (GAO) for Education and Employment Issues.  In this  role, she managed a staff of senior professional researchers and was responsible for over 50 reports to Congress.  Dr. Johnson's research covers many areas in education and labor.  She is especially knowledgeable about education finance and special education.  Her many skills include expert analysis and clear writing.   

 

Arthur Kendall, a Ph.D. social and political psychologist from Catholic University, has served as senior mathematical statistician and research advisor/mentor at GAO and as an expert in social science methodology at the Bureau of the Census.  He is skilled in many areas, including research design, sample design, sample selection, experimental methods, survey research, risk assessment, multivariate analysis, quality of evidence and data, data mining, and data interpretation.

 

Robert McArthur has 30 years experience designing, conducting, and analyzing surveys at the Bureau of the Census.  His surveys monitored the financial and employment activities of Federal, state, and local governments, providing data used to determine the public-sector component of the gross domestic product (GDP). His publications include the Consolidated Federal Funds Report (on the geographic distribution of federal spending) and Federal Aid to States (on Federal payments to state and local governments).

 

Oliver Moles is a Ph.D. social psychologist from University of Michigan.  Dr. Moles has expert knowledge in school-family relationships, parent-child relationships, crime and delinquency, and conflict resolution.  He is also knowledgeable about comprehensive school reform and social welfare programs. Dr. Moles has designed and developed national surveys, conducted statistical analyses, directed program evaluations, and written books, articles, and research monographs.

 

Samuel Peng, a Ph.D. educational psychologist from SUNY-Buffalo, has supervised and conducted research on a wide range of issues in education, especially postsecondary education, disadvantaged students, teaching, diversity, student achievement, and limited English proficiency.  Dr. Peng is expert in research methodology, evaluation, measurement, and statistics.  He has in-depth knowledge of large-scale NCES survey databases and is widely published.

 

Judith Segal has a Ph.D. in experimental psychology from George Washington University.  Dr. Segal has a strong background in educational research and evaluation, especially in research design and case studies.  She is an excellent writer/editor and has produced a number of  research syntheses.  Dr. Segal has expert knowledge in cognitive and instructional psychology, educational technology, school reform, and teacher education and professional development.  She is co-editor of several books on the psychology of learning, as well as an author of articles on that subject.
